Hurricane Irene: Backlog and Closings
All major cargo airlines have resumed flights to East Coast airports which were affected by Hurricane Irene this past weekend. The backlog of cargo and passengers, however, is still affecting the service schedules.
After closing a few airports on August 27 in anticipation of the storm, The Port Authority of New York & New Jersey (PANYNJ) announced that LaGuardia, John F. Kennedy International and Newark Liberty International airports reopened to both arriving and departing flights on August 29.
Logan Airport in Boston, which was also in Hurricane Irene’s path, has resumed flight arrivals after suspending service on August 28.

Peak-Season Trans-Pacific Surcharges
On August 15, carriers implemented peak season surcharges following two months of postponements. The base guideline for the peak season is 20’ $320, 40’ $400 and 40’ HC $450. The guideline for LCL shipments is $8 Min or $8 per CBM.
The market for Asia to USA trade is currently not at peak volumes and carriers are discussing mitigating PSS in September based on peak season volumes. AIT is working hard to mitigate PSS surcharges and will provide updates when available.
TSA finalizes airfreight screening ruling
The U.S. Transportation Security Administration has executed its interim final rule (IFR) on airfreight security and enabled entities other than airlines to screen cargo transported on passenger planes.

Bureau of Industry and Security accepting comments on proposed rule
Through September 12 the Bureau of Industry and Security (BIS) will accept comments on a proposed rule that, in part, defines how items can be transferred from the U.S. Munitions List to the Commerce Control List.

ITAR amendment to go into effect
Effective September 26, the International Traffic in Arms Regulations (ITAR) will be amended to establish electronic payment as the sole means of submitting registration fees. This rule includes definitions for “foreign ownership” and “foreign control” to the ITAR.
