Export Compliance Update
The Bureau of Industry and Security (BIS) amended the Export Administration Regulations (EAR) to add five (5) entities located in Iran to the Entity List. The Entity List is a compilation of end-users that present an unacceptable risk of using or diverting certain items to activities related to weapons of mass destruction. BIS requires a license for most exports or reexports to these entities and maintains the Entity List to inform the public of these license requirements. Effective Date: July 12, 2007.
The Office of Foreign Assets Control (OFAC) released Civil Penalties Information
The Bureau of Industry and Security (BIS) published a notice that adds three entities to the Unverified List. The entities are: Al Minzal Medical Equipment & Instruments, P.O. Box 31107, Sharjah, United Arab Emirates; JSC Chop Vityaz-S, 146 Unikh Pionerov Ave, Samara, Russia; Sistem Dizayners Co., APA: 2 NO.: 60, Merdanov Gardashlari St., Baku, Azerbaijan. This notice is effective July 5, 2007.
The Office of Foreign Assets Control (OFAC) is publishing the names of two newly-designated individuals whose property and interests in property are blocked pursuant to Executive Order 13382 of June 28, 2005, "Blocking Property of Weapons of Mass Destruction Proliferators and Their Supporters." The designation by the Director of OFAC of the two individuals identified in this notice pursuant to Executive Order 13382 is effective on June 15, 2007. The list of additional designees follows:

The Customs and Border Protection (CBP) issued an interim regulation to implement the preferential tariff treatment and other customs-related provisions of the United States-Morocco Free Trade Agreement entered into by the United States and the Kingdom of Morocco. Interim rule effective June 29, 2007.

Commerce Department Publishes Export Yellow Pages -- Updated Resource Offers U.S. Firms the Opportunity to Generate New Export Contacts and Business. The U.S. Department of Commerce released the 2007-multimedia buyers’ guide, The Export Yellow Pages (EYP), which highlights the goods and services of U.S. companies interested in export business. This publication also includes a U.S. Trade Assistance Directory that offers details to federal export programs. Produced through a public-private partnership, the EYP is available in print at the Department of Commerce’s Export Assistance Centers, U.S. embassies, U.S. consulates, and via the Internet at http://www.theexportyellowpages.com/. The worldwide availability makes it convenient for customers to connect with U.S. companies interested in new export business. Companies can register their business profiles on-line or by contacting Global Publishers LLC at 1-877-390-2629.
D-Trade Application Attachments -- While D-Trade accepts a variety of file formats, searchable .PDF is preferred, as it facilitates review of the application. There are some formats that are not acceptable: executable (.exe) files, hyperlinks, and video media. Attachments that are greater than 10 MB in size may present a problem to the applicant. While DDTC can process applications that have acceptable attachments larger than 10MB, we are aware that applicants may not be able to reopen an application that has such a file attached. (For example, an application is completed, but not signed, pending a final review; in this instance, applicant may not be able to reopen the application.) If the applicant must submit an attachment in excess of 10 MB, we recommend that the applicant submit the application with a scanned document as an attachment stating that the >10 MB attachment will be submitted via additional documentation once the original application has been submitted and accepted. Please do not submit documentation in support of a D-Trade license via any other means than D-Trade.
The Office of Foreign Assets Control (OFAC), Department of Treasury announced revisions to their watch list on June 28, 2007. Entities have been added in the notice and information on existing parties on the watch list has been updated with new addresses and branch offices.
